EMESRT — the Earth Moving Equipment Safety Round Table — sets the nine-level framework the mining industry uses to prevent vehicle interactions, from site design all the way up to automated machine intervention. For any operation deploying proximity detection or collision avoidance, EMESRT compliance is the benchmark that defines what "adequate control" actually means. Every Mine Safe Global system is designed in alignment with the EMESRT control levels.
EMESRT is a global “safety by design” initiative, established in 2006 by mining companies to close the gap between what equipment users need and what equipment designers deliver. It’s a member-based partnership that accelerates the adoption of leading-practice designs to reduce health and safety risk, working directly with original equipment manufacturers, contractors, and mine operators.
Its best-known output is the Vehicle Interaction Defensive Controls model. As part of the Vehicle Interaction Systems Performance Requirements (PR-5A), EMESRT defined 24 surface vehicle interaction scenarios and established nine levels of vehicle interaction defensive controls:
Levels 1–6 are mine-site controls: design, segregation, procedures, and compliance. Levels 7–9 are the technology layers — where proximity detection and collision avoidance systems do their work. EMESRT also drove the development of the standard communication protocol between the proximity detection system and the machine, published as ISO 21815, which makes Level 9 intervention practically achievable.
Rather than treating collision avoidance as a single product you either have or don’t, the EMESRT model shows it as a layered system. The most effective foundation is the maturity of site controls at Levels 1–6, supplemented by proximity detection and collision avoidance at Levels 7–9 where required. That framing is important: technology alone isn’t a silver bullet, but where warnings and advisories aren’t enough, Level 9 intervention is what physically prevents the collision.

Level 9 is the highest tier of the EMESRT defensive controls framework, and the only one where the system takes control of the machine. Where every level beneath it depends on the operator acting, Level 9 requires the technology itself to physically prevent the collision. When a hazard meets the defined risk threshold and the operator hasn’t responded, the system automatically slows the machine, applies a controlled stop, or inhibits motion entirely — without waiting for human input.
The difference between Levels 7, 8 and 9 is a difference in who acts. Level 7 (Operator Awareness) detects a hazard and alerts the operator with visual and audible warnings — the operator decides what to do. Level 8 (Advisory Controls) goes further, advising on evasive action or de-rating the vehicle, but the operator still executes the response. Level 9 (Intervention Controls) removes that dependency: the machine responds whether or not the operator does. That distinction matters because awareness and advisory layers only work when an operator is alert, unobstructed, and able to react in time — and vehicle interaction incidents frequently happen precisely when one of those conditions fails.
Intervention is triggered by the system’s continuous assessment of proximity and risk. As a detected object — a pedestrian, a light vehicle, another machine — enters a defined risk area, the system escalates through the control levels: awareness alert, then advisory, then, if the risk continues to increase without operator response, automated intervention. For that final step to work reliably, the collision-avoidance device must be able to send genuine control commands to the machine, which is why Level 9 depends on the ISO 21815 machine communication protocol. Without that interface, a system can warn and advise but cannot intervene.
