What is the MOSH CPS Blueprint?

MOSH — the Mining Industry Occupational Safety and Health initiative — is a programme of the Minerals Council South Africa. Its Transport and Machinery (T&M) Adoption Team is responsible for helping the industry adopt safer transport and machinery practices, including Collision Prevention Systems.

Faced with new trackless mobile machinery (TMM) sub-regulations under the Mine Health and Safety Act, the Minerals Council funded a major “Industry Alignment on TMM regulatory requirements” special project. Its purpose was to develop a single set of Functional and Technical Performance Requirements (F&TPR) — and a process to introduce them — so that every mine, OEM, and technology supplier works to the same specification rather than conflicting interpretations.

 That output is what the industry refers to as the CPS Blueprint.

The Blueprint breaks a Collision Prevention System into its functional elements and defines what each must do — from hazard detection and warning through to machine intervention and data logging. It recognises that South Africa’s fleet of TMMs is highly varied: how much a specific machine needs to be developed depends on how “intelligent” that machine already is. The Blueprint provides one consistent set of CPS functions that applies across that mixed fleet.

Why MOSH CPS Matters in Mining

Before the Blueprint, there was a genuine problem: suppliers, OEMs, and mines were each interpreting the TMM regulations differently, which slowed compliance and produced systems that didn’t align. The Minerals Council’s response was to fund and publish a common blueprint so the whole industry could move toward compliance on the same terms.

For a mine, this matters because it removes ambiguity from a safety-critical, legally mandated obligation. Chapter 8.10 of the Mine Health and Safety Act mandates the implementation of Collision Prevention Systems where a risk of trackless mobile machinery collision exists. The MOSH CPS Blueprint is what tells a mine — and its technology suppliers — exactly what a compliant system has to do to satisfy that obligation. It’s the bridge between the regulation (“you must have a CPS”) and the technology (“here’s precisely what that CPS must achieve”).
